Care Programme

The C4F Care Programme is a structured family support and parenting intervention designed to support safe, consistent, and sustainable progression from supervised contact towards more independent family time arrangements, where appropriate.

The programme focuses on strengthening parenting capacity, improving communication, and supporting positive and safe relationships between children and their parent(s)/carer(s).


This is a non-statutory, support service and does not replace local authority responsibilities or court directions.

Aims of the Programme

Support safe progression through levels of contact (e.g. supervised → supported → independent)

Improve parenting confidence and consistency

Strengthen emotional attunement and communication with children

Reduce conflict and improve co-parenting dynamics

Promote safeguarding awareness and child-focused decision making

Support long-term family stability

This programme does not guarantee progression to unsupervised contact. All recommendations are based on:

Final decisions regarding contact arrangements remain with the referring agency, court, or relevant statutory body.

Programme Structure


The programme is delivered in three stages:

Stage 1 – Assessment & Planning

  • Initial family and risk assessment
  • Review of contact history and professional reports
  • Identification of goals and risks
  • Creation of a structured support plan

Stage 2 – Intervention Delivery

  • Weekly structured sessions (in-centre or outreach)
  • Parenting support and guided reflection
  • Observation-based feedback (where applicable)Focus on real-time parenting behaviours during contact

Stage 3 – Review & Step-Down Planning

  • Progress review meeting
  • Written outcome summary
  • Recommendations for next stage of contact
  • Liaison with referring professionals (if applicable)

Safeguarding & Professional Standards

  • The welfare of the child is the overriding priority
  • All staff are Enhanced DBS checked
  • Safeguarding concerns will be escalated immediately to Children’s Services
  • The programme may be paused or terminated if risk is identified
  • C4F CIC maintains neutrality and does not act on behalf of any parent
  • All work is recorded and may be shared with relevant professionals where required

Eligibility & Outcomes

The C4F Care Programme may be offered where:


  • A family is already known to C4F CIC or a referring agency
  • There is an identified need for structured support or step-down planning
  • There is agreement from relevant professionals or commissioning body


The programme is designed to support:


  • Safer, more consistent parenting
  • Improved child engagement and emotional security
  • Reduced reliance on supervision services
  • Progression toward independent contact where appropriate


Fees & Pricing Structure

Initial Assessment

£95 – £150 (one-off)

Intervention Sessions

£65 – £95 per hour (1:1 or supervised setting)

Family Support Sessions (Outreach / Centre-Based)

£75 – £110 per hour (depending on staffing level)

Progress Reviews & Reports

£60 – £120 per report

Step-Down Review Meeting

£85 – £150 per meeting

A Supportive, Safe Environment

TERMS & CONDITIONS

C4C CIC may offer a structured family support intervention Programme. Where commissioned, this service forms part of a voluntary support package designed to assist families in improving parenting capacity and supporting safe progression of contact arrangements.



The service is subject to:

  • Availability
  • Professional assessment
  • Safeguarding approval
  • Written agreement of funding/fees prior to commencement


C4C CIC reserves the right to amend, pause, or terminate the programme where safeguarding concerns arise or where continuation is not deemed appropriate in the child’s best interests.


All fees are payable in accordance with the C4C CIC pricing schedule.
